Dubai areas and districts: a buyer's guide to where new homes are being built (2026)

The main areas and districts of Dubai explained for home buyers: how the city is laid out, what each area is, where new homes are being built, and what they start from. The tables update as we add projects.

The short answer

Dubai's new homes are spread across about 30 areas. They fall into five groups: the coast and islands (Palm Jumeirah, Dubai Islands, Dubai Maritime City), the city centre and creek (Business Bay, Al Jaddaf, Dubai Creek Harbour), inland master communities (Dubai Hills Estate, Mohammed Bin Rashid City, Jumeirah Village Circle), the south (Dubai South, Downtown Jebel Ali, Al Furjan) and the villa corridors out of town (Dubailand, Dubai–Al Ain Road). Dubailand and Dubai South have the most projects, and the lowest starting prices are in the south and in Dubailand.

Key takeaways

  1. Dubai has no single list of districts that buyers use. In practice people talk about areas such as Business Bay or Dubai South, and about the master communities inside them, such as The Valley or Emaar South.
  2. Most new homes fall into five groups: coast and islands, city centre and creek, inland master communities, the south, and the villa corridors out of town.
  3. Dubailand and Dubai South have the most off-plan projects on our tracker. Business Bay leads among central areas and Dubai Islands among waterfront ones.
  4. In October 2026 the lowest starting prices we track were in Downtown Jebel Ali, Dubailand, Motor City, Al Furjan and Jumeirah Village Circle, all under AED 600,000. Palm Jumeirah started above AED 6 million.
  5. Villas and townhouses are concentrated in a few areas: Dubailand, Dubai South, Dubai–Al Ain Road, Dubai Investments Park and Dubai Hills Estate. Central and coastal areas are almost all apartments.
  6. Choose the area before the project. Budget, home type, daily travel, handover date and whether you will live in it or let it narrow the list to three or four areas.

Dubai is easier to understand as a set of areas than as one city. Each has its own price level, its own mix of apartments and villas, and its own distance from the places you will travel to every day. Choosing the area well matters more than choosing the building.

This guide covers the Dubai areas and districts where new homes are being built. We track off-plan projects in 30 of them. The project counts, starting prices and latest projects below come from that data and change whenever we add or update a project.

  • Areas with new homes on our tracker: 30 in Dubai (October 2026).
  • Most projects: Dubailand, 46 projects.
  • Lowest starting price we track: Downtown Jebel Ali, from AED 550K.
  • Most villa and townhouse projects: Dubailand, 17 projects.

A note on names. People use area and district for the same thing: a named part of the city. A community is usually a master-planned development inside an area, built by one master developer. Our area guides and community pages follow that split.

02How Dubai is laid out: five kinds of area

Most areas with new homes fall into one of five groups.

Five kinds of area in Dubai: coast and islands such as Palm Jumeirah, Dubai Islands, Dubai Maritime City and Dubai Marina; city centre and creek such as Business Bay, Zabeel, Al Jaddaf and Dubai Creek Harbour; inland master communities such as Dubai Hills Estate, Mohammed Bin Rashid City and Jumeirah Village Circle; the south, including Dubai South, Downtown Jebel Ali, Al Furjan and Dubai Investments Park; and out-of-town villa corridors such as Dubailand, Dubai–Al Ain Road and Nad Al Sheba.

1. Coast and islands

Palm Jumeirah, Dubai Islands, Dubai Maritime City, Rashid Yachts & Marina, La Mer, Dubai Marina, Palm Jebel Ali and, just inland of the Marina, Jumeirah Lake Towers.

These are beachfront and marina addresses. Homes are mostly apartments in towers, with a small number of villas on the islands. Starting prices are the highest in the city.

2. City centre and creek

Business Bay, Zabeel, Al Jaddaf, Dubai Creek Harbour, Jumeirah Garden City and Ras Al Khor.

These sit beside Downtown and along Dubai Creek. Almost everything is an apartment. Business Bay has the most projects of any central area, many of them branded residences. Al Jaddaf is on the Metro Green Line and starts lower.

3. Inland master communities

Dubai Hills Estate, Mohammed Bin Rashid City, Jumeirah Village Circle, Motor City, Dubai Sports City and Arjan.

These are planned neighbourhoods a short drive inland, with parks, schools and shops built in. They mix apartments with some townhouses and villas. Prices range widely, from studios in Jumeirah Village Circle to golf-course homes in Dubai Hills Estate.

4. The south

Dubai South, Downtown Jebel Ali, Al Furjan and Dubai Investments Park.

This is the city's main direction of growth, towards Al Maktoum International Airport. Starting prices are among the lowest, and Dubai South also has a large supply of townhouses. Downtown Jebel Ali is on the Metro Red Line, and Dubai South is on its Route 2020 branch.

5. Out-of-town villa corridors

Dubailand, Dubai–Al Ain Road, Nad Al Sheba and Academic City.

These are where most new villas and townhouses are. Plots are larger than nearer the centre. Expect to drive for most things.

How to read it:

A starting price is the smallest home in the lowest-priced project in that area. It tells you where an area begins, not what most homes there cost.

05How to choose an area

Five questions, answered in order, take the list from about thirty areas to three or four.

Five questions that narrow down the choice of area in Dubai: what is the budget, apartment or townhouse or villa, where will you travel each day, when do you need the keys, and will you live in the home or let it.
  1. What is the budget? Use the table above. Set the budget on the total cost, not the price alone: see the true cost of buying off-plan.
  2. Apartment, townhouse or villa? This removes whole groups of areas at once. The centre and the coast are apartments; houses are inland and in the south.
  3. Where will you travel each day? Check the drive to work and to school at the time you would make it, and the nearest Metro station. For families, communities near good schools lists the options.
  4. When do you need the keys? A home handed over in 2029 does not help if you need to move in 2027. Filter by handover year.
  5. Living in it or letting it? If the home is for rent, compare yields and service charges by area in the best areas in Dubai for rental yield.

Then compare projects, not just areas. Two buildings in the same district can differ in developer, payment plan and handover date. Our guide to the top developers in Dubai covers who builds where, and payment plans compares how projects are paid for.

06Freehold: where international buyers can own

Foreign buyers can own freehold property in the areas Dubai has designated for it. The areas in this guide are where developers sell new homes to international buyers, but confirm that the specific project is freehold before you reserve.

The rules, and how they differ in other emirates, are in Can foreigners buy property in the UAE?

FAQQuestions buyers ask.

What are the main areas of Dubai for buying a new home?

The areas with the most new homes are Dubailand, Dubai South, Business Bay, Dubai Islands, Dubai Creek Harbour, Al Jaddaf, Mohammed Bin Rashid City and Dubai Hills Estate. The table on this page lists every Dubai area where we track off-plan projects, with the number of projects and the starting price.

What is the difference between an area, a district and a community in Dubai?

People use area and district to mean the same thing: a named part of the city, such as Business Bay or Al Jaddaf. A community is usually a master-planned development inside an area, built by one master developer, such as Emaar South inside Dubai South or The Valley on Dubai–Al Ain Road. Some places, such as Dubai Hills Estate, are both.

Which areas of Dubai have the lowest prices for new homes?

In October 2026 the lowest starting prices we track were in Downtown Jebel Ali, Dubailand, Motor City, Al Furjan and Jumeirah Village Circle, all under AED 600,000 for a studio. The table on this page shows the current starting price for every area.

Which areas of Dubai have villas and townhouses?

Most new villas and townhouses are in Dubailand, Dubai South, Dubai–Al Ain Road, Dubai Investments Park, Dubai Hills Estate and Nad Al Sheba. The coast and the city centre are mostly apartments, with a small number of villas on the islands at much higher prices.

Which Dubai areas are on the Metro?

Among areas with new homes, Al Jaddaf is on the Green Line, Jumeirah Lake Towers and Downtown Jebel Ali are on the Red Line, and Dubai South is on the Red Line's Route 2020 branch. Many master communities inland are not on the Metro, so check the nearest station and the drive to it for the project you are considering.

Can foreigners buy property in every area of Dubai?

No. Foreign buyers can own freehold property in the areas Dubai has designated for it. The areas in this guide with off-plan projects sold to international buyers are in those zones, but always confirm that the specific project is freehold before you reserve. Our guide on whether foreigners can buy property in the UAE explains the rules.

What is the best area in Dubai to buy property?

There is no single best area. It depends on your budget, whether you want an apartment or a villa, where you travel each day, when you need the keys and whether you will live in the home or let it. Use the five questions on this page to narrow the list, then compare projects inside two or three areas.

How often is this page updated?

The tables and area profiles are built from our project data, so the project counts, starting prices and latest projects change every time we add or revise a project, and the date at the top changes with them. The charts are dated October 2026.

What we could not verify

  • The five groups of area are our own way of sorting them, not an official classification.
  • Counts and starting prices cover the projects on OffPlan Insider, not every project on sale in Dubai. A starting price is the lowest published price in an area and that home may no longer be available.
  • The map is schematic. It shows roughly where each area sits and is not to scale.
