Which Dubai communities combine off-plan villas and townhouses with highly rated schools nearby, how KHDA rates schools and regulates fees, and how to match a handover date to a school year and an admissions list.

For a family buying off-plan in Dubai, the school question usually decides the community before the project does. The emirate's most established family areas with new homes still being sold off-plan, and with highly rated schools a short drive away, are Mohammed Bin Rashid City and Meydan, Nad Al Sheba, the Tilal Al Ghaf, Arabian Ranches and Dubai Sports City corridor, and Academic City. Newer masterplans such as The Valley, Emaar South and Grand Polo Club & Resort cost less to enter, but have fewer rated schools nearby so far.

Every school rating in this guide comes from the Knowledge and Human Development Authority (KHDA), Dubai's regulator for private education, and was checked in KHDA's online school directory on 2 October 2026. The latest overall ratings for most schools are from the 2023-24 inspection cycle. Prices are the lowest starting prices in OffPlan Insider's project data. This guide is general information, not advice on any particular school or home.

01How to judge a family community in Dubai

Families tend to weigh the same six things, roughly in this order.

  • Schools. How many schools in your curriculum are within a reasonable drive, what KHDA rated them, and whether they have places in your children's year groups. One Outstanding school nearby is less useful than three Good or Very good ones if the Outstanding school is full.
  • Commute. The school run happens twice a day; the office commute once. Check the route at school times, not on a weekend. Inland villa communities on Emirates Road, the Dubai to Al Ain Road and Sheikh Mohammed bin Zayed Road can mean longer drives to older school clusters in Al Barsha, Al Safa and Umm Suqeim.
  • Home type. Villas and townhouses give outdoor space and room for a growing family, and in Dubai they usually carry lower service charges per square foot than towers. Apartments in family masterplans cost less to buy and can be a first step while children are young. Our villas and townhouses hubs list every tracked off-plan project by type.
  • Parks and community facilities. Shaded parks, cycle and running tracks, pools, sports courts and a community centre within walking distance matter more to daily life with children than a headline amenity.
  • Healthcare. Check the nearest clinic, the nearest hospital with a paediatric emergency department, and pharmacy opening hours.
  • Maturity. A finished community has schools, shops and clinics that are open. A new one has a masterplan. Off-plan buyers in new communities move in while the surroundings are still being built.

02How KHDA rates Dubai schools

KHDA inspects private schools under the UAE School Inspection Framework. Each school receives an overall rating on a six-point scale: Outstanding, Very good, Good, Acceptable, Weak and Very weak. KHDA also publishes separate ratings for wellbeing and inclusion, and a full inspection report covering attainment and progress in each subject, teaching, leadership and student protection.

Why the ratings are from 2023-24. KHDA paused full inspections for 2024-25, and on 16 May 2025 announced that no inspections would take place in 2025-26 either, except full inspections for schools in their third year of operation. On 3 June 2026, KHDA announced that quality assurance visits resume in the 2026-27 academic year. Every eligible school will receive either a full inspection, after which a report and a new overall rating are published, or a shorter monitoring visit, which produces a report but no new rating. Schools get no more than 24 hours' notice. In practice, some schools' ratings may change during this school year, so check the directory again before you commit.

How to use the directory. Search a school by name in KHDA's school directory. Each profile shows the overall rating and year, the location KHDA records, the curriculum and year groups, past inspection reports and a fees fact sheet with approved fees by grade. You can also filter by area, curriculum and rating.

School fees and fee increases

Fee increases in Dubai are regulated by KHDA.

  • 2026-27: no increase. On 22 May 2026, KHDA confirmed that private school fees in Dubai will not increase for the 2026-27 academic year, under the directives of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum as part of an economic incentives package.
  • Normal years: capped by the Education Cost Index. KHDA sets an Education Cost Index (ECI) each year from schools' audited financial statements. For 2025-26 the ECI was 2.35%, and eligible for-profit schools could apply for an increase up to, but not above, that figure. Schools open in Dubai for less than three years are not eligible for a fee adjustment.
  • What fees cover. The approved tuition fee is listed per grade on each school's fact sheet. Transport, uniforms, trips and some activities are usually charged separately; check each school's own fee schedule.

For a family budget, model school fees for the full period you expect to own the home, not just the first year. Fees vary widely between schools and curricula, and fees for older year groups are usually higher.

Schools are named with the rating and year group shown by KHDA; where we could not verify rated schools nearby, we say so.

Mohammed Bin Rashid City and Meydan

Mohammed Bin Rashid City is one of the most central villa areas in Dubai, about ten minutes from Downtown Dubai by the developer's estimate. Its Meydan side has one of the city's densest clusters of Very good schools, including Hartland International School and North London Collegiate School Dubai. KHDA also lists Rugby School Dubai in Meydan City as not yet inspected. We track Sobha Hartland II, with apartments from AED 1.41M and villas at the top of the range, due in the second quarter of 2027, and Wellington Grand Villas in District 11, from AED 18M. Two-bedroom apartments at Sobha Hartland II start from AED 2.89M in our data, one of the lower entry points to this school cluster.

Nad Al Sheba

Nad Al Sheba is a low-density villa district beside Meydan. KHDA lists two Outstanding schools in Nad Al Shiba, Repton School and GEMS Modern Academy, with Kings' School Nad Al Sheba and Kent College Dubai rated Very good. We track Sunrise Valley, with townhouses from AED 5M and villas, due in March 2030, and Nad Al Sheba Gardens Phase 12, a pre-launch villa release in the Nad Al Sheba Gardens community.

Tilal Al Ghaf and the Arabian Ranches corridor

Tilal Al Ghaf is built around a swimmable lagoon on Hessa Street, between Motor City and DAMAC Hills, in a corridor that includes Arabian Ranches, Dubai Sports City and Al Barsha South. That corridor holds several of Dubai's Outstanding schools, including Jumeirah English Speaking School Arabian Ranches, Victory Heights Primary School and Safa Community School. KHDA also lists Dubai British School Mira in Arabian Ranches as not yet inspected. Our tracked project here is Lanai Islands, from AED 62M, at the very top of the market.

Academic City and The Valley

Academic City is where KHDA lists Dubai English Speaking College (Outstanding, secondary only) and German International School Dubai (Very good), with GEMS Wellington Academy in neighbouring Dubai Silicon Oasis. A new Dubai English Speaking School campus in Academic City is listed as not yet inspected. We track Tilal Binghatti, with townhouses and villas from AED 4.2M.

Further out on the Dubai to Al Ain Road, The Valley has some of the lower townhouse prices among the communities in this guide: Vindera from AED 3.17M, due in December 2029, and Avelia villas from AED 7.25M. The nearest rated schools are GEMS FirstPoint School and The Aquila School in The Villa, about 11 km away in a straight line. Emaar has allocated land for schools inside The Valley; check KHDA's directory to see whether any has opened before relying on one.

Dubai Investments Park and Dubai South

Grand Polo Club & Resort is Emaar's equestrian community in Dubai Investments Park, where KHDA lists Greenfield International School (Very good, IB). We track Equiterra townhouses from AED 3.5M and Montura 2 villas from AED 5.5M, due in May 2029.

In Dubai South, Emaar South offers apartments from AED 1.26M at Golf Fields and townhouses from AED 5.09M at Grove Ridge, and Terra Woods at Expo Living has townhouses from AED 5.03M. GEMS Founders School Dubai South is open but listed by KHDA as not yet inspected, so it has no rating yet.

Dubailand

Dubailand covers a very large area, and the schools near one sub-community can be a long drive from another. We track The Brooks villas from AED 4M at Sobha Sanctuary, where Sobha's plan includes a nursery, Violet 4 Phase 2 townhouses from AED 2.19M in DAMAC Hills 2, due in the third quarter of 2027, DAMAC Islands 2 from AED 2.99M, and Moringa Mansions at The Wilds. Check KHDA's directory for the nearest open schools in your curriculum before choosing one of these.

04Off-plan specifics for families

Handover timing and the school year

KHDA's 2026-27 calendar starts schools on a September calendar on 31 August 2026 and ends their year on 2 July 2027. Schools on an April calendar, many of them Indian-curriculum schools, started their year on 6 April 2026. A family moving house usually wants to do it in the summer break, before the new school year starts.

An off-plan completion date is a target, not a promise. Sale contracts usually allow a grace period, and handover is followed by snagging, utility connections and furnishing. A home due in the third quarter of 2027, for example, could be ready before the 2027-28 school year or several months into it. If a move date matters, plan for the later end of the range, or rent near the school until the keys are handed over. Our off-plan vs ready guide sets out when a ready home suits a family better.

Admissions and waiting lists

Buying near a school does not give you a place in it. Dubai private schools run their own admissions, and popular schools keep waiting lists, particularly in early years and in year groups where few pupils leave. Practical steps:

  • Apply for places when you reserve the home, not at handover. Many schools accept applications well ahead of the start date.
  • Ask each school how many places it expects in your children's year groups, and whether siblings get priority.
  • Have a second-choice school within the same drive time.
  • Schools open for less than three years cannot raise fees, but they may only offer younger year groups at first. Check which grades a new school currently teaches on its KHDA profile.

Planned schools are not open schools

Masterplans often show school plots. These are land allocations, not schools. A school needs an operator and a KHDA permit, and it opens when its operator is ready, usually with a few year groups and adding the rest over time. Until it has completed three years of operation it has no KHDA overall rating. When a brochure lists a school, check:

  1. Whether KHDA's directory lists it as open, and with which grades.
  2. Whether the operator has been named in public by the developer or the school group.
  3. What the nearest open, rated alternative is if the planned school is delayed.

Treat a planned school as a possible bonus, not a reason to buy.

Budget for the whole move, not just the price. 05Abu Dhabi: ADEK ratings

Abu Dhabi private schools are regulated by the Department of Education and Knowledge (ADEK), not KHDA, and inspected under ADEK's Irtiqa'a framework. Since June 2025, ADEK has required schools to display their latest Irtiqa'a rating and National Identity Mark on a plaque at the entrance, and parents can check ratings on ADEK's website and its Rayah app. If you are comparing a Dubai home with an Abu Dhabi one, such as Al Ghadeer Parks in Al Ghadeer, check the schools near it on ADEK, not KHDA.

06Checklist for families buying off-plan

  1. List the schools in your curriculum within the drive time you will accept, using KHDA's directory filters for area and curriculum.
  2. Check each school's overall rating and year, and remember that 2026-27 inspections may change it.
  3. Read the fees fact sheet for every year group your children will pass through, and allow for transport and other charges.
  4. Apply for school places early, at least as soon as you reserve, and keep a second choice.
  5. Compare the handover date with the school calendar, including the grace period in the sale contract, and budget for rent if they do not line up.
  6. Do not count on planned schools. Count only schools that KHDA lists as open.
  7. Drive the school run at school times from the project site before you commit.
  8. Check parks, clinics and shops that are open now, not only those on the masterplan.

Which Dubai communities are best for families?

Communities with villas or townhouses, parks and several highly rated schools within a short drive suit most families. Among areas with off-plan supply, Mohammed Bin Rashid City and Meydan, Nad Al Sheba, the Tilal Al Ghaf, Arabian Ranches and Dubai Sports City corridor, and Academic City have Outstanding or Very good schools nearby in KHDA's 2023-24 ratings. The Valley, Emaar South, Grand Polo Club & Resort and DAMAC Hills 2 offer lower entry prices, with fewer rated schools close by so far. The right choice depends on your budget, curriculum and commute.

How are Dubai schools rated?

By the Knowledge and Human Development Authority (KHDA), which inspects private schools under the UAE School Inspection Framework and gives an overall rating of Outstanding, Very good, Good, Acceptable, Weak or Very weak. The latest overall ratings for most schools are from 2023-24, when 23 schools were rated Outstanding and 48 Very good. Ratings, inspection reports and fee sheets are free to view in KHDA's online school directory.

Are there off-plan villas near good schools in Dubai?

Yes. In Nad Al Sheba, Sunrise Valley townhouses start from AED 5M near Repton School and GEMS Modern Academy, both rated Outstanding. In Mohammed Bin Rashid City, Wellington Grand Villas start from AED 18M near Hartland International School and North London Collegiate School, both Very good. Grand Polo Club & Resort townhouses start from AED 3.5M in Dubai Investments Park, where Greenfield International School is rated Very good. Should I buy before securing a school place?

You can, but apply for the school place early and separately. Buying a home near a school does not give you priority: Dubai private schools set their own admissions and many keep waiting lists, especially in early years and popular year groups. Because off-plan handovers can move, many families apply a year or more ahead, or plan to rent near the school until handover.

Are schools shown in a developer's masterplan guaranteed?

No. A school plot in a masterplan is land set aside, not a licensed school. A new school needs a KHDA permit and an operator, and it opens on its own timetable, often with only the younger year groups at first. Check KHDA's directory for schools that are actually open, and treat planned schools as a possible bonus rather than a reason to buy.

How much do school fees rise in Dubai?

Not at all for 2026-27: KHDA confirmed on 22 May 2026 that private school fees will not increase this academic year. In normal years KHDA sets an Education Cost Index based on schools' audited costs, 2.35% for 2025-26, and eligible for-profit schools may apply for an increase no higher than that. Schools open for less than three years cannot raise fees.

When do Dubai schools start the academic year?

Most Dubai private schools start in late August. KHDA's calendar for 2026-27 starts September-calendar schools on 31 August 2026 and ends their year on 2 July 2027. Schools on an April calendar, which include many Indian-curriculum schools, started their 2026-27 year on 6 April 2026.

Are school ratings different in Abu Dhabi?

Yes. Abu Dhabi private schools are inspected by the Department of Education and Knowledge (ADEK) under its Irtiqa'a framework, not by KHDA. Since 2025, ADEK has required schools to display their latest Irtiqa'a rating at the entrance, and parents can check ratings on ADEK's website and Rayah app.

What we could not verify

  • Nearby schools were chosen from KHDA's directory by the location KHDA records for each school and its map position; we did not measure drive times, and the only distance given (about 11 km from The Valley to the schools in The Villa) is a straight-line figure from KHDA's map coordinates.
  • The six-level scale including Very weak is as reported by Khaleej Times for the UAE School Inspection Framework; KHDA's 2023-24 results table shows the five levels that were awarded (no school was rated Very weak).
  • Hartland International School is listed with a UK curriculum in KHDA's 2023-24 results table and with UK and IB programmes in KHDA's current directory; we show both.
  • Schools planned inside The Valley and Nad Al Sheba Gardens, and the nursery planned in Sobha Sanctuary, are taken from developer material summarised on our community and area pages. They are not KHDA-permitted schools, and opening dates are not confirmed.
  • We did not verify rated schools close to Sobha Sanctuary, DAMAC Hills 2, DAMAC Islands 2 or The Wilds for this guide; the table says so rather than naming schools.
