Upcoming Off-Plan Projects in Dubai and the UAE

Upcoming off-plan projects are developments whose homes have not been handed over. OffPlan Insider lists every one it has analysed on a single timeline, ordered by handover year, with the releases carrying no published completion date first. Each is checked against the public register where one exists: the Dubai Land Department project number, escrow account, registered construction dates and inspected build percentage in Dubai, and the equivalent filings elsewhere in the UAE.

Every home listed here is still to be built. An upcoming off-plan release is one the developer has announced and is selling ahead of completion, so the price you agree now is for a property you take delivery of later.

We research each release from what the developer publishes and, where the scheme is registered, from the public registers that carry the project number, the escrow account, the unit count and the construction progress. The page is ordered by arrival rather than by price, so the earliest-stage releases sit near the top and the ones closest to keys sit at the bottom.

What to look at before you register

Five things that separate one upcoming release from another, all of them checkable before you pay anything.

  • Project number and escrow. A registered scheme has both on the public register, which is where to read them rather than in the brochure.
  • Construction progress and its date. The register publishes a percentage alongside the day it was last inspected, and the date matters as much as the number.
  • Where the payment plan sits. A plan weighted towards handover leaves less of your money in the ground while the building goes up.
  • Unit count and mix. A 450-home tower and a 60-home boutique block behave very differently on resale.
  • The developer delivery record. What they have handed over before, and whether it arrived when they said it would.

The stages an upcoming release moves through

Announcement comes first, usually a name, a location and a render. Registration opens next, which buys a place in the queue rather than a contract. Launch follows, with the price list, the payment plan and the unit mix. Construction then runs for roughly two to four years on a tower and longer on a masterplan, with progress recorded on the register as it goes. Handover is the last stage, when the escrow releases and the keys change hands.

A release can sit at any one of these for months, which is why the groups on this page overlap. A scheme taking registrations today may also have a 2029 handover, and it appears in both places.

What counts as an upcoming project here?
Any development we have analysed whose homes have not been handed over. Every project on OffPlan Insider is off-plan, so the useful question is not whether it is upcoming but when it arrives, which is how this page is ordered. Projects with no published handover date are listed first, because a scheme without a date is the earliest-stage thing on the site.
How many upcoming projects are listed?
37 at the last check, with handovers running between 2026 and 2031, plus the releases that carry no published date yet.
What is the difference between pre-launch and a new launch?
A pre-launch scheme has been named and is being seeded to the market but has no price list, payment plan or booking process you can act on. A new launch is registered, priced and taking bookings, usually with construction at or near zero per cent. Both are on this page; the registration-open section separates the ones you can actually buy today.
Can I buy an upcoming project before it launches?
Sometimes, through an expression of interest. An EOI with a broker is not a developer registration and does not reserve a unit or a price. Before paying anything, check the project is on the relevant register, get the escrow account in writing and confirm what the payment converts into if you withdraw.
How do I check an upcoming Dubai project is genuine?
Look it up on the Dubai REST app. A registered project has a Dubai Land Department project number, an escrow account, a registered construction start and completion date, and an inspected build percentage. Every Dubai project page on this site publishes those figures where the register carries them, so you can check ours against the department's.
Does an upcoming project cost less than one under construction?
Usually, and that is the reason to buy early, but the discount is payment for risk rather than a bargain. You are underwriting the build, the programme and in a new district the surrounding streets and retail as well. Compare the rate per square foot against a comparable scheme further along, and treat the gap as the price of the risk you are taking on.
