Wadeem is Modon’s residential community on Hudayriyat Island, launched in July 2025 as more than 1,700 serviced plots. Modon called it the first new offering of land this close to the city’s most exclusive areas in more than fifteen years. The release sold out in 72 hours for AED 5.5 billion, the highest-valued Abu Dhabi real estate release of that year.

Those plot buyers are building their own four- to six-bedroom villas, appointing their own architects and contractors. Wadeem Gardens, launched September 2026, is the other half of the same community: villas Modon designs and builds, on the same masterplan, with the same amenities. The two products share a postcode and a community centre and almost nothing else about what the buyer takes on.

That matters for anyone pricing either one. A plot price and a finished-villa price are not comparable figures, and a resale market that mixes them will look more volatile than it is. Ask which product a quoted comparable refers to before reading anything into it.

Amenities Modon has published for Wadeem: a community centre with shopping outlets, a private school, a mosque, a central park, cycling paths, a recreational hub with swimming pools, a jogging track and sports courts, and a yoga and meditation zone. The community is designed to be walkable, connected by cycling paths through landscaped greenery.

Off-plan and escrow

Law No. 3 of 2015 regulates the real estate sector, as amended by Law No. 2 of 2025. Buyer payments must be deposited into a project-specific escrow account at a DMT-approved bank, with funds released only against verified construction milestones. DMT and ADREC issued a package of four administrative decisions covering escrow management before milestones, governance of jointly owned property, standardised owners committee bylaws, and the compensation and refund regime where an off-plan purchaser defaults.

Ownership in detail

Foreign ownership is confined to investment zones. The regime was materially rebuilt across 2025 and 2026, so contracts signed before those changes should be read against the version of the law in force at the time.
