What separates Hudayriyat from most new UAE masterplans is that the leisure came first. The sports and adventure district, Surf Abu Dhabi, Velodrome Abu Dhabi, Circuit X, Trail X, 321 Sports, Marsana Beach and Bab Al Nojoum, was open and busy before the housing arrived, which is the reverse of the usual order. Residents are moving onto an island that already has somewhere to go on a Friday.

Ownership is freehold and open to all nationalities, covering the unit and the land under it. Modon states that purchases from AED 2 million qualify the buyer for the ten-year Golden Visa.

The trade-off is access. There is no metro, and everything on and off the island crosses one bridge, so peak-hour times are bridge-dependent in a way a ten-minute off-peak figure does not capture. Residential supply is arriving now across Al Naseem, Nawayef Village, Nawayef Park Views, Nawayef East, Bashayer, Hudayriyat Golf Estates and Wadeem, which will test that crossing for the first time.

Off-plan and escrow

Law No. 3 of 2015 regulates the real estate sector, as amended by Law No. 2 of 2025. Buyer payments must be deposited into a project-specific escrow account at a DMT-approved bank, with funds released only against verified construction milestones. DMT and ADREC issued a package of four administrative decisions covering escrow management before milestones, governance of jointly owned property, standardised owners committee bylaws, and the compensation and refund regime where an off-plan purchaser defaults.

Foreign ownership is confined to investment zones. The regime was materially rebuilt across 2025 and 2026, so contracts signed before those changes should be read against the version of the law in force at the time.
