Maha Villas is a release of 40 five-bedroom standalone villas in Expo Valley, the residential district of Expo City Dubai. It is the only standalone villa product Expo City has built, and it is already finished.
It is not an off-plan buy any more
This is the first thing to understand and the thing most listings obscure. All 40 villas sold out from the developer, handover was recorded for March 2026 and the stock is marked ready. There is nothing to buy from Expo City. Everything currently available is resale, from an owner rather than the developer.
That changes the transaction completely. There is no payment plan to inherit, no escrow protection on the balance, and no construction risk. What there is instead is a transfer fee, an NOC from the developer, an agent on both sides, and a price set by whoever holds the title rather than by a launch schedule. The 70 per cent during construction and 30 per cent on handover that still circulates for Maha Villas describes a plan that no longer applies to anyone buying today.

Two numbers there are worth sitting with. The first is the spread: entry asking has moved from AED 13m to AED 14.4m, roughly 10.8 per cent above launch. Treat that as directional rather than precise, because a launch floor and a resale floor need not describe the same villa, and one is a price achieved while the other is a price hoped for.
The second is the liquidity. Fourteen of forty villas were listed for resale at once — more than a third of the release on the market in a single window, in a scheme that only just completed. That is a lot of exit in a small community. It gives a buyer genuine choice and negotiating room, and it is also the number to ask a seller about, because a third of your neighbours competing for the same buyer is what sets the price you eventually achieve on your own way out.
Size, and a figure worth not repeating
Expo City publishes plots of 7,537 to 13,261 sq ft. Those are plot dimensions. The developer publishes no built-up area at all, and a 13,261 sq ft figure quoted as the size of the house is the top of the plot range wearing the wrong label. Portal listings give unit sizes of 7,537 to 11,882 sq ft, which is the closest thing to a built-up range in circulation, and it is market-reported rather than developer-published.
Ask for the title deed area and the chargeable area on the specific villa. On a completed resale those documents exist, which is the one advantage of buying something already built: nothing about the size needs to be taken on trust.
What the villas are
Expo City describes 40 five-bedroom homes with private pools and underground parking — underground parking being genuinely unusual in Dubai villa stock, where a covered driveway is the norm. The setting is the point: Expo Valley is built around a natural reserve and wadi, with mangrove planting, and Maha sits against it rather than behind it.
Expo City positions the whole district on sustainability credentials inherited from the Expo 2020 site. What that means in running costs — the service charge, the cooling arrangement, whether the sustainability specification lowers a bill or just describes a design — is not published, and on a completed building it is knowable. Ask a current owner, not an agent.
The ownership question nobody answers
Expo City Dubai is widely described as freehold. Press coverage says so and portals repeat it. Expo City itself does not say it, and Dubai Law No. 14 of 2022, which established Expo City Dubai as an authority and a development zone, does not designate it as a freehold area in the way the older designated zones were designated.
This is recorded here as an open question rather than resolved in either direction, because the answer decides what a foreign buyer actually acquires. On a resale, the title deed already exists and states the tenure, so a buyer can settle it in an afternoon by asking to see it. Do that before anything else. It is the single highest-value question on this page and the one most easily answered on a completed property.
What is not published
Expo City’s own page for Maha Villas carries no prices, no sizes, no payment plan, no handover date and no unit count — it directs the reader to a 33 MB brochure and a registration form. Everything quantitative on this page therefore comes from Expo City’s launch release, from the register, or from portal listings, and each figure is labelled with which. Also unpublished: the service charge, the cooling provider and tariff, the completion specification, and whether the sustainability features carry any running-cost commitment.

Off-plan and escrow
Law No. 8 of 2007 requires every off-plan project to hold buyer money in a project-specific escrow account, ring-fenced from the developer creditors, with releases against certified construction milestones. Law No. 13 of 2008 creates the interim register and makes an unregistered off-plan disposition void. Law No. 19 of 2020 sets the maximum a developer may retain if a purchase fails, and those limits are public order, so no contract can override them.

In short
Maha Villas is the unusual case on this site: an off-plan release that has finished, so most of what off-plan research exists to worry about no longer applies. The building risk is gone and the documents exist. What replaces it is a resale market with more than a third of the community on sale at once, asking about 11 per cent above launch, in a district whose ownership basis nobody will state plainly. Those are answerable questions rather than open risks, and a completed property is exactly where to answer them. Ask for the title deed, the chargeable area and last year’s service charge invoice before you discuss price. If all three come back clean, the negotiating position in a fourteen-listing market is yours.
