About HOLM Linea

LINEA by HOLM is a single low rise residential building on a plot in Jumeirah Garden City, the central Dubai district that covers the older Satwa and Al Wasl fabric on the north side of Sheikh Zayed Road. The Dubai Land Department describes the approved building as ground, two podium levels, eight floors and a roof, residential, at 210 units. That is a small building by Dubai standards and deliberately so: the developer describes the scheme as designed at a low to mid rise scale, and the whole of HOLM’s Dubai output so far sits in this one district at this kind of height.

The unit schedule is unusually clean. The developer’s January 2026 factsheet lists 96 studios with a minimum area of 386 sq ft from AED 960,000, 89 one bedrooms from 626 sq ft at AED 1.5 million and 25 two bedrooms from 986 sq ft at AED 2.4 million. Those three numbers add to exactly 210, which is exactly what the Dubai register counts. Launch material rarely reconciles to the register that precisely, and it is worth noting when it does.

What the building is selling is position. DIFC, Downtown Dubai, Business Bay, City Walk and the Jumeirah coast are all a short drive, and the Red Line runs along the southern edge of the district on Sheikh Zayed Road. Very little in Dubai sits this close to the business core at these prices, because the land here was built on decades ago and is only now being redeveloped plot by plot. The amenity package is stacked on the roof rather than spread across a podium: a rooftop infinity pool, a rooftop padel court, a gym, a landscaped garden, kids play areas, outdoor seating and barbecue areas. Homes are sold fully fitted, with integrated smart home systems and appliances, and agency material describes them as fully furnished.

The register adds two things the marketing does not. The first is pace: construction is recorded as starting on 1 February 2026 and the site was logged at 0.69 per cent complete at the inspection on 27 July 2026, against an estimated completion of 15 June 2028. The second is the market: 193 sales are already recorded against the 210 units, and every recorded price sits above the advertised entry figure for its type.

The amenity list comes from the developer’s own factsheet and project page, with the security and smart access line from agency material. What distinguishes it is where it sits. On a plot this size there is no room for a podium deck, so the pool, the padel court and the social spaces are stacked on the roof, which is why the renders look down over Satwa toward the Downtown skyline rather than into a courtyard. A rooftop padel court on a 210 unit building is a genuine amenity rather than a token one, because the ratio of residents to court is far better than on a thousand unit tower. The qualification is the usual one: none of this is confirmed against approved plans or a sale and purchase agreement, and no operator, size or completion stage is published for any of it. Rooftop amenity also carries service charge weight, and no service charge figure has been published for this building.

The plot sits in Jumeirah Garden City, which is the masterplan name for the central Dubai district covering older Satwa and Al Wasl on the north side of Sheikh Zayed Road. The Dubai Land Department records the project under Al Satwa, which is the registered community; that is normal and is not a discrepancy. The developer publishes five minutes to DIFC, Downtown Dubai and La Mer Beach, eight to City Walk, ten to Business Bay, and twenty to Palm Jumeirah and Dubai Marina. Dubai International is given as ten minutes on the project page and fifteen on the factsheet, which is a conflict in the developer’s own material rather than an agency one.

All of those are off peak figures. The five minutes to DIFC is real in the middle of the morning and is not real at six in the evening on Sheikh Zayed Road, and the honest way to test it is to drive it at the hour you would actually be driving it. The Red Line runs along the southern edge of the district in the Sheikh Zayed Road median, with Al Jafiliya, World Trade Centre, Emirates Towers and Financial Centre on that stretch, but the stations serve the highway rather than the interior of the district, so walk the route from this specific plot before assuming the Metro is usable from it.

One thing about the setting that the renders show more honestly than the copy does. This is a new building being inserted into an old, occupied, low rise neighbourhood one plot at a time. The upside is that Satwa is already a real place, with a fine grained street grid and shops at ground level, which is rare in Dubai. The downside is that there is no masterplan authority delivering parks or schools here on a schedule, and the plots either side of this one may be building sites for some years.

Law No. 8 of 2007 requires every off-plan project to hold buyer money in a project-specific escrow account, ring-fenced from the developer creditors, with releases against certified construction milestones. Law No. 13 of 2008 creates the interim register and makes an unregistered off-plan disposition void. Law No. 19 of 2020 sets the maximum a developer may retain if a purchase fails, and those limits are public order, so no contract can override them.

LINEA by HOLM is on the Dubai Land Department register as project 4331, under HOLM AVENUE REAL ESTATE DEVELOPMENT L.L.C, in Al Satwa, with escrow account 0205933054508 and a declared value of AED 68 million. Any buyer can read the same file free on the Dubai REST app before paying anything. On this project the register is worth reading closely for three reasons. It confirms the unit count exactly. It publishes a construction reading that is updated independently of the developer. And its recorded transactions answer a question the marketing leaves open, which is what these homes are actually selling for.

The unit schedule reconciles exactly

96 plus 89 plus 25 is 210, and the register counts 210.

The developer’s factsheet lists 96 studios, 89 one bedrooms and 25 two bedrooms. That is 210 homes, and 210 is exactly what the Dubai Land Department file counts for project 4331. The registered building description supports the same picture: ground, two podium levels, eight floors and a roof, residential.nnThis sounds like a small thing and it is not. Launch material frequently disagrees with the register on unit count, storey count or both, because marketing counts what is planned and the register counts what is approved. When the two land on the same number, it means the thing being sold is the thing that was registered. On this project they do.

Sold out before launch, and still trading

193 sales recorded against 210 units, with sales still registering in September 2026.

HOLM announced in May 2026 that LINEA had reached a complete sell out prior to its public launch. The register shows 193 sales recorded across the three unit types: 88 studios, 82 one bedrooms and 23 two bedrooms. Against 210 units that is 92 per cent, and transactions were still being logged on 7 September 2026.nnDubai records both first sales by a developer and contract assignments between buyers in the same off plan register, so the 193 does not tell you on its own which of the two you are looking at. What it does tell a buyer is the practical thing: units in this building are changing hands, and the route in at this stage is more likely to be an assignment than a fresh sale from the developer. Those are different transactions. Ask any seller which one you are signing, because the paperwork, the fees and the developer consent requirements are not the same.

Every recorded price is above the advertised one

The cheapest recorded one bedroom is 8.7 per cent above the AED 1.5 million headline.

In the fifteen most recent transactions on the file, covering July to September 2026, studios recorded between AED 999,960 and AED 1,077,217, one bedrooms between AED 1,631,145 and AED 1,872,161, and two bedrooms between AED 2,446,275 and AED 2,617,515.nnSet those against the advertised entry prices of AED 960,000, AED 1.5 million and AED 2.4 million. The cheapest studio on the register is 4.2 per cent above the headline, the cheapest one bedroom 8.7 per cent above and the cheapest two bedroom 1.9 per cent above. Advertised from prices are a floor rather than a market, which is normal, but here the register lets you see the size of the gap instead of guessing at it. Price your offer off the recorded transactions.

The studios carry the highest rate per square foot

AED 2,627 to 2,835 per sq ft for studios, against AED 2,421 to 2,613 for one bedrooms.

Recorded rates per square foot in the same three month window run AED 2,627 to AED 2,835 for studios, AED 2,421 to AED 2,613 for one bedrooms and AED 2,524 to AED 2,700 for two bedrooms. The smallest homes in the building are the most expensive per square foot, by a margin of roughly eight to ten per cent over the one bedrooms.nnThat is a normal pattern in a rental driven central location, because a studio’s yield per dirham is higher and buyers bid accordingly. It is still worth stating plainly, because the AED 960,000 headline reads as the value entry point and on a per square foot basis it is the opposite. If you are buying to hold rather than to let, the one bedrooms are the better value square footage in this building on the register’s own numbers.

Construction at 0.69 per cent, and a handover date that has moved

The Dubai progress percentage reflects verified milestones rather than site activity, so a low early reading is not by itself evidence of a problem, particularly on a project whose main contractor was only announced in May 2026.nnWhat is worth holding alongside it is that the handover date has drifted in the developer’s own material. The January 2026 factsheet says the first quarter of 2028. The May 2026 press release repeats the first quarter. The developer’s current project page says the second quarter, and the register estimates 15 June 2028, which is the very end of that quarter. None of this is unusual for a building at this stage. All of it is a reason to take your date from the sale and purchase agreement rather than from a brochure, and to check the live inspection reading on the Dubai REST app before each payment.

03What is the payment plan?

The developer’s factsheet states a 35/65 plan, meaning 35 per cent before handover and 65 per cent at completion. Agency material splits the 35 into 20 per cent on booking and 15 per cent through construction, which the developer does not publish. Holding 65 per cent back until handover keeps most of your money out of an unbuilt building, which is the most buyer favourable feature here. The other side of it is that the whole 65 per cent, and any mortgage question attached to it, arrives in one quarter in 2028.

04How many units are there and what is the mix?

210 homes: 96 studios, 89 one bedrooms and 25 two bedrooms, per the developer’s factsheet. That reconciles exactly to the 210 units on the Dubai Land Department file, which launch material often does not. Studios and one bedrooms together are 185 of the 210, or 88 per cent, so this is a small household and rental product and there is nothing larger than a two bedroom in the building.

The developer’s current project page says the second quarter of 2028 and the register estimates completion on 15 June 2028. Its January 2026 factsheet and its May 2026 press release both said the first quarter of 2028, so the date has moved within the developer’s own material. Take the date that appears in your sale and purchase agreement, and check the live construction reading on the Dubai REST app before each payment.

06Is LINEA by HOLM sold out?

HOLM announced in May 2026 that the project had sold out before its public launch. The register records 193 sales against 210 units, which is 92 per cent, and transactions were still being logged in September 2026. In practice that means a unit offered now is more likely to be an assignment of another buyer’s contract than a fresh sale from the developer. Those are different transactions with different paperwork, fees and consent requirements, so establish which one you are signing before committing.

The register opens the build window on 1 February 2026 and logged the site at 0.69 per cent complete at the inspection on 27 July 2026, against an estimated completion of 15 June 2028. Al Satwa is the registered community and Jumeirah Garden City is the masterplan name used in marketing. The 2008 Jumeirah Garden City plan proposed rebuilding Satwa and Al Wasl at very large scale and stopped when the market turned, and the district is now being redeveloped plot by plot instead. A project file that reads Al Satwa while the brochure reads Jumeirah Garden City is normal and is not a discrepancy.

09Has HOLM Developments delivered anything before?

No. HOLM’s published portfolio is LINEA by HOLM and HOLM One, both in Jumeirah Garden City and both under construction with 2028 handovers, and ONE PENINSULA in Batumi, Georgia, quoted for 2030. There is no completed HOLM building anywhere to inspect, so the register file, the escrow account and the published inspection readings are doing the work a delivery record would normally do.

In short

LINEA is one of the better documented small projects we have looked at. It is fully on the Dubai register, the developer’s own unit schedule reconciles to that register exactly, the escrow account and the inspection readings are published, and the transaction history means the prices on this page can be checked rather than taken on trust. That combination is not common, and it does most of the due diligence work for you. The product is coherent too: a low rise building of 210 homes in a genuinely central district, amenity on the roof rather than borrowed from a podium, homes sold fitted, and handover in 2028 rather than at the far end of the decade. Two things decide whether it works for you, and neither is about the building. The first is that HOLM has never handed over anything, anywhere. That is not a mark against the company, it is simply the position, and it means the register file and the escrow account are doing the work that a delivery record would normally do. Read the live inspection reading on the Dubai REST app yourself before each payment. The second is that the building is effectively sold. With 193 of 210 units recorded and a pre launch sell out announced in May 2026, what is being offered now is most likely somebody else’s contract rather than a fresh one from the developer, at a price above the advertised entry figures for every unit type. Find out which you are being sold, price it off the recorded transactions rather than the headline, and if it is an assignment, get the developer’s consent process and the fees in writing before you commit to anything.
