Binghatti Spectre is a two-tower mixed-use development on the Al Jaddaf creekside near the DEWA headquarters, on a plot of 11,033.25 sq m. Tower A is purely residential at 508 apartments; Tower B holds 204 apartments alongside all 235 office units, with 19 retail shops on the ground floor. That is 712 apartments and 966 units in all, in a structure of 26 floors above four basements, ground and three podium levels.
Entry is AED 774,999 for a 372 sq ft studio, about AED 2,080 per sq ft. That is a central Dubai rate rather than a cheap one; the headline is low because the unit is small.
The mix is lopsided. 546 of the 712 apartments are one-bedrooms, 77 per cent of the residential stock, against 81 studios, 82 two-bedrooms and three three-bedroom apartments in the whole scheme.
The address is the argument: two Green Line Metro stations at the door, Dubai Healthcare City next door, Downtown a short drive.

- Two Dubai Metro stations, Al Jadaf and Creek on the Green Line, are inside or at the edge of the district. Almost no Dubai off-plan sold at this entry price is on the Metro at all.
- The surrounding city already exists. Dubai Healthcare City is next door, and the schools, clinics and retail of Bur Dubai and Deira are minutes away rather than promised in a masterplan.
- Central without a central headline: AED 774,999 puts you on the creek, minutes from Downtown, Business Bay and the airport.

- The rate is central Dubai, not discount. AED 774,999 over a 372 sq ft studio is about AED 2,080 per sq ft. Compare it against other Al Jaddaf and Healthcare City stock at a rate, not against outer-district stock at a headline.
- This is a one-bedroom building. 546 of the 712 apartments are one-bedrooms, so on handover you would be letting into a market of several hundred near-identical units inside your own tower. That is the sharpest supply risk here and no listing mentions it.
- There are three three-bedroom apartments in the whole development, two in Tower A and one in Tower B, so there is no depth to that market at all.

- No payment plan is settled. Three incompatible schedules circulate in listings: 10/40/50, 10/50/40 for studios, and 20/20/60.
- No handover date is fixed. A third-party record indicates Q3 2028 with construction from around October 2026, but that is not a developer commitment.
- Only the studio price comes from Binghatti. The one, two and three-bedroom figures are broker-quoted, so the rates derived from them rest on an unverified number.
- The Golden Visa is mentioned in the marketing, but the AED 2,000,000 threshold means only the two-bedroom and above qualify, not the entry stock.
- Al Jaddaf sits under the DXB approach path. Stand on the plot at different hours before you commit.
Our take
Spectre is selling location arbitrage, and on the address the logic holds: freehold, central, creekside, two Metro stations, an established employer next door and a tenant pool that does not need a car. That is a genuinely different proposition from the highway districts most stock at this price sits in. The two things to weigh are the rate and the mix. At about AED 2,080 per sq ft the entry is priced as central Dubai, so the headline flatters it; and with 77 per cent of the apartments one-bedrooms, an investor buying the obvious unit will meet several hundred identical competitors in their own building on the same handover day. Neither is disqualifying, but both change the model. What you cannot do yet is close. No payment plan, no handover date, no project registration number, and only one price that came from the developer. Treat this as an address worth watching and a plot worth visiting, and reserve nothing until Binghatti issues a price list with areas, a dated payment schedule and the DLD project reference.

The address is the product
Most Dubai off-plan sold at this entry price is out on a highway in a district that will not have a school or a supermarket for years. This one is inside the old city, on the creek, next to Dubai Healthcare City, with two Green Line Metro stations at the door. For an investor buying a studio or a one-bedroom that is the whole case: the tenant pool includes people who do not own a car, and the retail, clinics and schools of Bur Dubai already exist rather than being drawn on a masterplan.
The low headline is a small unit, not a low rate
AED 774,999 buys a studio of 372.32 sq ft. That is about AED 2,080 per square foot, which is a central Dubai rate, not a bargain one. The headline is low because the apartment is small, and a buyer comparing it against a AED 775,000 unit in an outer district is comparing a compact central box against something half again the size.
That is not an argument against it. Rate per square foot is what you pay; rent per unit is what you collect, and small central units let rate. But it does mean the comparison to make is against other Al Jaddaf and Dubai Healthcare City stock at a rate, not against outer-district stock at a headline.
This is a one-bedroom building
Binghatti’s project facts sheet gives the mix, and it is lopsided. Tower A is purely residential, 508 apartments. Tower B carries 204 apartments alongside all 235 office units, with 19 retail shops on the ground floor beneath them. Of the 712 apartments across both towers, 546 are one-bedrooms, which is 77 per cent of the residential stock. There are 81 studios, 82 two-bedrooms and exactly three three-bedroom apartments in the entire development.
Which tower matters, and no listing separates them. Tower A is a residential building. Tower B is a mixed one, where 204 households share the core with 235 offices and the retail below. That is weekday lift traffic, a different visitor profile through the lobby, and a service-charge allocation between residential and commercial that a buyer should see in writing before choosing a unit. It can cut either way, an active building rather than a dead one, but it is a choice, not a detail.
Two things follow. If you are buying a one-bedroom to let, you will be competing on handover with several hundred near-identical units in your own building, which is the sharpest supply risk on this project and one no listing mentions. And if you want the three-bedroom, there are three of them and no market to negotiate in.
The payment plan is not one plan
Three different schedules are circulating for the same project. One set of listings gives 10 per cent on booking, 40 per cent through construction and 50 per cent on handover, and a different split again for studios, 10 / 50 / 40. Another gives 20 on booking, 20 through construction and 60 on handover. Binghatti publishes none of them, and none appears in the brochure or the project facts sheet.
We do not print a payment plan on this page for that reason. The spread between a 50 per cent handover payment and a 60 per cent one is a materially different exposure over a two-year build. Get the schedule in writing, with the construction instalments dated, before you reserve.
The Golden Visa line does not apply at the entry price
Binghatti’s marketing for this project mentions eligibility for the ten-year Golden Visa. The property route to that visa runs on a AED 2,000,000 threshold, so on the prices circulating for Spectre it is the two-bedroom and above that reach it, not the studio or the one-bedroom. If the visa is part of why you are buying, the unit you need is materially more expensive than the headline.
What is still missing
No handover date, no DLD project number and no escrow account have been published, by Binghatti or anywhere else we could find. A third-party record indicates completion in Q3 2028 with construction from around October 2026, but that is not a developer commitment. All three should be in writing, and checked on the Dubai REST app, before any money moves.

Tower B holds 204 apartments (31 studio, 139 one-bed, 33 two-bed, 1 three-bed) alongside all 235 office units, with 19 retail shops on the ground floor beneath. That is 712 apartments and 966 units in all, on a plot of 11,033.25 sq m (118,760.91 sq ft), in a structure described as four basements, ground, three podium levels, 26 floors, a mechanical floor and a roof. Ask which tower a unit sits in before you reserve: Tower B households share their core with the offices and the retail.

The plot sits on the inland bend of Dubai Creek, with Al Khail Road (E44) as the main artery and Oud Metha Road and Sheikh Rashid Road into Bur Dubai behind it. Al Jadaf and Creek stations on the Metro Green Line are inside or at the edge of the district, and Dubai Healthcare City is immediately adjacent. The drive times above are developer-quoted and off-peak; the same material puts Burj Khalifa at about 7 km, which would need an average of 84 km/h to cover in the five minutes it claims, so treat them as directional rather than measured.

Law No. 19 of 2020 sets the maximum a developer may retain if a purchase fails, and those limits are public order, so no contract can override them.
